When a stretch of shoreline starts to erode, the fix can seem obvious: stabilize the bank, stop the soil loss, and call it a win.

In Minnesota, where the Clean Water and Land Legacy Amendment mandates review of publicly funded restoration projects, this kind of quick fix has become common practice. But as conservation professionals face growing accountability, a bigger question is emerging: is stopping erosion really the best use of public dollars, or are we settling for a Band-Aid when the watershed needs more?

Both spot stabilization and holistic wetland restoration have their place, but they don’t deliver the same ecological return. Knowing which questions to ask before choosing a path can mean the difference between treating a symptom and restoring an entire system.

The Band-Aid Problem: What Spot Stabilization Really Solves

Using techniques like riprap, biologs, native plantings, or grading to hold soil in place and prevent further sediment from washing into nearby waterways, the results are almost immediate. Erosion slows, water clarity improves downstream, and the visible damage to the landscape stops spreading.

Since they are typically faster to design, permit, and construct, stabilization projects have become a go-to project type for legacy amendment funding. They also produce clear, quantifiable outcomes – less sediment, cleaner water, a stabilized bank – that are simple to report on and easy for funding reviewers to evaluate. In a system where accountability and measurable results matter, that clarity has real appeal.

But zoom out from the single eroding bank to the watershed as a whole, and the limitations of this approach start to show. Stabilizing one section of streambank doesn’t address why the erosion happened in the first place. You’re treating a symptom, instead of the problem.

A Real-World Dilemma: The Case for Looking Beyond Stabilization

There is a current RFP out for a lake restoration project in Minnesota that is a perfect real-world example of this problem. The site has an eroding shoreline, and on paper, the scope of work is straightforward: stabilize the bank, restore the vegetation buffer, and submit for funding review.

But a closer look at the site raises a different set of questions:

  • What is driving the erosion in the first place?
  • Is the surrounding watershed contributing excess runoff that a single stabilized bank won’t be able to withstand long-term?
  • Could an approach that addresses shoreline stability alongside habitat structure, water quality, and hydrology across the broader site, deliver significantly more value for the same investment?

These aren’t questions with easy answers, and they take more time, more assessment, and more upfront planning to explore. That’s precisely why they’re often skipped in favor of the simpler path.

Raising the Bar for Accountability

In a field funded largely by public dollars, accountability is non-negotiable. But there’s a meaningful difference between a project that passes review and a project that represents the best possible use of that funding.

“Did it work?” is a relatively low bar. The more demanding standard, and the one conservation practitioners should be holding themselves to, is “was this the best thing we could have done with these dollars?” 

This distinction matters because public conservation funding is finite, and every dollar directed toward a straightforward stabilization project is a dollar not spent exploring what a more comprehensive approach could achieve. 

As practitioners are increasingly evaluated by peers and the public alike, raising the internal bar from “it worked” to “it was the best use of these resources” is where the real accountability begins.

The Layered Benefits of Holistic Wetland Restoration

Where spot stabilization solves one problem, holistic wetland restoration is designed to solve several at once. It looks at the site as an interconnected system, examining hydrology, soil health, native vegetation, and habitat structure together. 

That systems-level approach produces benefits that stack on top of one another instead of standing alone:

  • Water quality improves because erosion has stopped, and runoff is filtered by restored vegetation buffers and functioning wetlands before it reaches downstream lakes and streams.
  • Habitat returns for waterfowl, pollinators, and other wildlife that depend on healthy, connected ecosystems.
  • Flood resilience increases as the land regains its natural capacity to absorb water during heavy rain events.

Since the restoration addresses root causes rather than symptoms, the results tend to hold up over time without requiring repeated intervention. When conservation dollars are limited and every project is subject to public review, the higher upfront cost often delivers a far greater ecological return over the life of the project.

Asking Better Questions Before Choosing an Approach

None of this is an argument against spot stabilization. There are situations where a targeted fix is genuinely the right call, whether due to budget constraints, project timelines, or a site where the erosion truly is an isolated issue rather than a symptom of larger watershed stress.

What this conversation calls for instead is a more deliberate decision-making process before a project ever reaches the design phase. Before defaulting to the faster, simpler option, it’s worth asking:

  • What is actually driving the problem at this site?
  • Would a broader, master-planned approach deliver more ecological value (for a comparable investment)?
  • Is the standard for this project “did it work,” or “was this the best use of these conservation dollars?”
